ACCOUNTS AND BUDGETS
Year End Accounts – Annual Governance and Accounting Report AGAR
The annual accounts are prepared and approved by the Parish Council. Following the internal audit and Council approval the AGAR is sent to an external auditor for verification.
Budget
Each year the Parish Councils sets an annual budget covering all income and expenditure. The budget is set in December for the following financial year which starts on 1st April.
Set out below are Budgets, Year End Accounts, Community Infrastructure Reports, SPC Finance Risk Assessments, Land Assets Register, Section 137 expenditure, Payments over £500 and External Audit sign offs for each year for Steyning Parish Council.
Power of Competence
Steyning Parish Council holds the Power of Competence and this was reaffirmed at the May 2025 Annual Parish Council meeting.
At the September 2023 Full Council Meeting, SPC resolved to adopt the General Power of Competence (GPC), having met the necessary eligibility criteria: at least two-thirds of councillors were elected, and the Clerk holds a recognised qualification. GPC allows eligible councils to do “anything individuals generally may do,” unless restricted by other laws.
This power gives councils greater flexibility and freedom to act in innovative and community-focused ways without needing specific legislation. However, councils must continue to comply with existing statutory duties, financial and legal constraints, and cannot use GPC to raise taxes or precepts. The decision to use GPC must be reaffirmed at each relevant annual meeting.
